Dubai Courts launches ‘Rased' system to contribute to UAE's smart transformation efforts

UAE, December 27, 2016 – Dubai Courts has launched ‘Rased,’ a judicial work indicator, as a major leap in its smart transformation efforts and a boost to its ongoing initiatives to achieve leadership in the judiciary sector. The smart technical system provides a unified tool to enhance corporate governance, effectively attain strategic goals, and promote high excellence in its main operations.  The move is in line with the Courts' commitment to strengthen public confidence in both domestic and international judicial system by bolstering the local judiciary's performance and efficiency based on justice, independence, transparency, accessible legal services, and fair and reliable implementation of laws and government regulations in line with Dubai Plan 2021.

The unified and integrated smart system follows up on the strategic and operational performance and reviews in detail all key indicators related to the main operations, quality initiatives and sub-services. It also increases the efficiency of financial spending by directing the financial and human resources towards the most effective processes. This, in turn, will improve public confidence in the judicial system by increasing the efficiency of customer service and enhancing performance effectiveness. ‘Rased’ seeks to enhance productivity by understanding and monitoring actual results in sequence and in coherence right from strategic and operational level to each employee level. In addition, it accelerates the process of understanding as well as identifies flaws in order to take appropriate measures immediately.

H.E. Taresh Eid Al Mansouri, Director General of Dubai Courts, stated that Dubai Courts is committed to developing the judicial system in line with the country's smart transformation process and according to the best international practices based on the directives of H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to make customers happy and ensure the well-being of the community. 

He added: “‘Rased’ enables a follow-up on strategic and operational performance and shows detailed indicators of the main operations, quality initiatives, and sub-services. In addition, it identifies the level and results of performance in a comprehensive and coherent way as well as inform customers about the results of the key processes in a transparent and credible manner. We are confident that the new smart system will accelerate our efforts of meeting the targets of the ‘Strategic Document 2016-2019.’ This includes achieving effective, accurate and direct justice as well as the provision of accessible judicial services for all in a bid to establish pioneering and internationally distinguished courts that support the efforts of building a safe community and fair judiciary in the UAE.”

‘Rased’ system allows Dubai Courts’ customers to access key results through the electronic undertaking screens. It also provides critical data base and detailed reports of all judicial and administrative processes and services, their indicators, the results of quality and excellent practices, and support operations and their results up to 2012. The system is supported by a feature for documenting comparisons and global practices for all users and a mechanism to understand and determine the level and the results of performance in a comprehensive and coherent way. Additionally, it provides readings and interactive counters on performance of Dubai Courts at each level, including court, organizational unit and service, judges, and employees. ‘Rased’ system serves as a unified central mechanism for the management of projects and initiatives, with a capability to make a follow-up on each stage of completion.
