The comprehensive National Inventory System will monitor critical data on climate change to help implement effective mitigation strategies

Dubai, United Arab Emirates: After the successful delivery of UAE GHG Inventory for three consecutive years, Dubai Carbon is now cooperating with the UN Environment (UNEP) to develop a National Inventory System (NIS) for GHG Emissions in the state of Kuwait.

The first coordination meeting between Dubai Carbon, Environment Public Authority (EPA) and local stakeholders to kick off the new collaboration with UN Environment took place in Kuwait recently.

As part of this project, Dubai Carbon will aid in the preparation of the Second National Communication and the First Biennial Update Report for Kuwait funded by the Global Environment Facility (GEF) by developing a National Inventory System for Kuwait’s Greenhouse Gas emissions.  Dubai Carbon will also propose procedures and protocols, to be adopted by Kuwait, for reporting data and information exchange among the relevant stakeholders.

Both UN Environment, and Dubai Carbon will provide insights and strategic inputs on how to report accurate greenhouse gas emission inventories. One of the main objectives of the meeting was to identify a road map for creating the various knowledge products, including an NIS Manual, training for national GHG experts in using the reporting system, and offering a comprehensive evaluation of the system and implementing any updates. The new comprehensive system will be leveraged to make informed decisions on climate change strategies for Kuwait.

Eng. Waleed Salman, Chairman, Dubai Carbon commented, 'A key part of the Paris Agreement’s enforcement mechanism is “Nationally Determined Contributions”. The development of an NIS will reinforce Kuwait’s commitment to the same, and greatly help in creating a national roadmap for capturing emissions and removals of greenhouse gases. We are witnessing a wave of positivity among Arab states, when it comes to tackling environmental issues. Countries in the region are stepping up their efforts to fight climate change by creating NIS to improve environmental management and connect with different stakeholders, thus promoting the adoption of sustainable technologies. We are developing a similar system for Oman and Bahrain as well.”  

Dr. Iyad Abumoghli, Director and Regional Representative of the UNEP said, “Arab states are echoing their commitment to establishing best solutions to develop climate change strategies. We are pleased to partner with Dubai Carbon in building the NIS for Kuwait, after the success they have had in the UAE and Oman. We will continue to partner with leading industry bodies in these countries to improve systems and processes for effectively managing climate change.”

The NIS developed by Dubai Carbon will be in-line with the Intergovernmental Panel on Climate Change (IPCC) guidelines for national inventories, with definitions for reporting data tailored to the national conditions in Kuwait.

Eng. Shareef Alkhayat, General Coordinator of the second national communication project, Kuwait EPA, said “this system is going to serve The Environment protection Law (42/2014), amended by law No. (99/2015) by reinforcing the environmental database especially GHG inventory system. Having this system is considered a huge step forward for the state of Kuwait regarding Climate Change. It will facilitate the reporting process for the state of Kuwait which will help in meeting its commitments and give us more insights on where we stand and where we can go from there towards sustainable strategy for Climate Change in the State of Kuwait.

Dubai Carbon and UN environment signed an agreement to develop National Greenhouse Gas Inventory Systems (NIS) for Oman, Kuwait and Bahrain last year to help these countries monitor progress towards the achieving the objectives of Paris Agreement.
