Abu Dhabi Systems & Information Centre Mainstreams Corporate Maturity Framework for Digital Services

Abu Dhabi, April 27, 2017 – The Abu Dhabi Systems & Information Centre (ADSIC), the government entity in charge of overseeing the ICT Agenda in Abu Dhabi, has mainstreamed the corporate maturity framework for digital services in the emirate.

The framework is an integrated work system that enables government entities to assess and measure the level of maturity of their digital practices, and to update and develop their services. It compares the current practices in each entity with the best international standards in the sector in order to assess their entity’s performance, identify its readiness to manage and implement the digital transformation strategy, and flag areas of potential improvement that can enhance their ability to provide high-quality digital services.

By circulating this framework, the Centre seeks to spread awareness around digital services in a manner that contributes to embedding the concepts of the digital revolution in the projects and strategies of all government entities. This, in turn, establishes a suitable environment that allows for the provision of innovative digital services that meet the needs of customers and the aspirations of the UAE’s leadership.

Moreover, the Centre is looking to cooperate with government entities, encouraging them to use this framework as a key reference when implementing the Digital Transformation Strategy, as well as to assess the level of digital maturity and report it to Abu Dhabi decision makers to provide them with the necessary support and information. 

The corporate maturity framework for digital services consists of nine components, which are divided into two main categories for the development and delivery of innovative digital services. The first is “digital competencies”, which is to measure the internal digital capacities of each government entity. The second is “digital services”, in other words, the availability of digital services and their efficiency and ease of use.

These elements, integrated and interlinked, reflect the level of the entity’s maturity in terms of digital services. The optimal use of information technology, coupled with the availability of financial and human resources that operate within an integrated governance model and adhere to documented procedures, are the fundamentals of digital transformation and help develop and modernise high-quality digital services.

Several indices have been developed to facilitate tracking and analysing the progress of the digital transformation, and to enable decision makers in government entities to identify the level of digital maturity in the entity and to set up plans for improvement and development.
