Ministry of Health and Prevention launches ‘Maharati' system to boost healthcare electronic training in UAE

UAE, July 9, 2018 - The Ministry of Health and Prevention has officially launched the ‘Maharati’ system, a healthcare learning and management system, at the Training and Development Center in Sharjah as part of its continuous efforts to improve the health system and nurture a culture of innovation in the work environment through globally accepted training. Apart from strengthening the UAE’s health industry, ‘Maharati’ also seeks to build a smart e-learning system and sustain effective local and global partnerships to keep up with future changes. Present during the launch were H.E. Awadh Seghayer Al Ketbi, Assistant Undersecretary of Support Service; H.E. Dr. Yousif Al Serkal, Assistant Undersecretary for Hospitals Sector; H.E Dr. Amin Hussain Al Amiri, Assistant Undersecretary of Public Health Policy & Licensing Sector; H.E. Dr. Hussein Abdel-Rahman Rand, Assistant Undersecretary for Health Centers and Clinics; Saqr Ghanim AlHemeiri, Director of the Training & Development Center; Adnan Al Riyami, Director of Human Resources Management, and members of the project team. 

‘Maharati’ is a unified smart platform for e-learning and an integrated Learning Management System designed according to the highest international standards. It automates the management of the training courses, from measuring individual development training needs to registration, planning, attendance and absence management to certification and program evaluation. In addition, the newly introduced system provides an e-learning platform allowing enrollment and launch of new e-training programs and introduction of integrated programs and e-learning resource management.

The e-learning training course modules have been developed internally and designed specifically for the Ministry’s staff in coordination with international academic and training partners. 

H.E. Al Ketbi said that the Training and Development Center is one of the national initiatives aiming to improve the health services in the country according to the highest international standards. The Center is helping ensure continuous skills improvement for the medical and administrative staff to raise the standards of quality, excellence, and services in the local health field; provide internationally accredited sources of training and knowledge; and enhance the attractiveness of the health professions in line with the Ministry’s strategies. The Ministry is working hard towards developing a robust health information system, applying international standards in managing the healthy infrastructure in the country, and developing suitable technology to manage the health system and help accelerate the smart transformation efforts for better quality care and happiness of society.

H.E. pointed out that the Ministry has succeeded in bringing to the country distinguished and internationally recognized health training programs, thereby raising the efficiency and quality of the performance of the medical and nursing staff who have gained competencies in modern medical infrastructure and advanced training and operating techniques. This is reflected in the improvement of health services in hospitals, health centers. In addition, new research and health studies in the country have contributed to sustainable development initiatives in the country in line with the UAE’s strategic good governance plan. 
AlHemeiri said that the innovative ‘Maharati’ training system represents a qualitative leap towards developing the employees’ own abilities to adapt to industry changes within the framework of continuing education and training. To reach all Ministry employees, the intelligent and interactive system uses a contemporary e-learning method to empower them and ensure suitable training excellence, creativity, quality, efficiency, and effectiveness. 
He added that the ‘Maharati’ system is based on the famous moodle learning management system used by the world’s most famous universities and educational institutions to automate the training management system as well as make the training programs available at any time when needed.  The information will be shared between the Federal Authority for Government Human Resources’ data system and ‘Maharati” system. He pointed out that many training programs have been approved not only by the Ministry but the American Heart Association, the European Resuscitation Council, the Monash University, the American University of Beirut, and other relevant entities as well. 
According to AlHemeiri, the Training and Development Center offered a total of 277 training programs in 2017 with combined 5,142 registered trainees from various specializations and supervisory and executive groups.  The Center received the Silver Award from the American Heart Association.  Moreover, the Center organized a leadership and innovation program in the field of health, the first of its kind in the Gulf region, in partnership with the University of Monash of Australia and the Harvard Macy Institute. 

Meanwhile, the Ministry signed new agreements with prestigious international institutions to provide innovative training such as the European Resuscitation Council, Gulf Medical University, Ras Al Khaimah Medical and Health Science University, Emirates Medical Association, CBC International, American University of Beirut, Sharjah Education Council, and Monash University.
